麻薬カルテルのボス、ペドロ・ヘルナンデスの娘パロマ・レイノーサは、父親を殺された仇を取るためギブスの周辺に現れるようになる。レイノーサの手下たちによって、自らが営んでいる雑貨屋を外から乱射されたギブスの父ジャクソンは、危うく難を逃れワシントンD.C.へと避難する。負傷したフランクスやレイノーサの居場所も分からないまま数ヶ月が経過し、ギブスは父ジャクソンや仲間にいつ危険が及ぶのかと不安を抱えたまま日々を過ごしていた。/そんな中、ウェストバージニアの山中に個人経営のチャーターヘリが不時着し、海兵隊予備役の大尉が死亡したためギブスチームが出動。すると、現場にあったもう1つの遺体がレイノーサの手下のロペスで、さらにレイノーサがヘリに乗っていたということが分かりNCISチームに緊張が走る。そして、ダッキーとアビーの調査によってレイノーサたちが数か月間メキシコに帰っていないことが判明。アメリカで麻薬流通ルートの確保に勤しんでいた彼らがその後もアメリカに残っていた理由は、ギブスへの復讐のためだとしか考えられない。傷の癒えたフランクスはレイノーサを追い詰めて始末するべきだと主張するが、ギブスはどうすべきか苦悩する。そんな時、レイノーサの弟リヴェラがNCISに現れ、ヴァンスに「外交的取引」を申し出るが、ヴァンスは裏の意図を感じ……。
