艦船の欠陥のために海軍に在籍していた息子を失ったことで、海軍に強い恨みを持つディアリング。彼は報復のためヴァンスの車に爆弾を仕掛け、凄惨な爆破現場となったネイビーヤードでは多くの犠牲者が出た。ギブスチーム一同は辛うじて難を逃れ無事だったが、爆破の知らせを受けたダッキーはショックのあまり発作を起こして倒れてしまう。ダッキーは幸い一命を取り留めたものの病院のベッドから動けず、渋るジミーを説得してDCに帰らせ検視作業を任せる。そしてヴァンスは自分の車に爆弾が仕掛けられたせいで惨事を招いてしまったと、自責の念に苛まれる。大統領の指令を受け、ジャーヴィス海軍長官はNCISとFBIにディアリング抹殺を命じるのだった。/まずはFBIのフォーネルがオトリ捜査チームを使ってディアリングに接近するが、あと一歩のところで爆弾によりチームが全滅。ギブスはテロ共犯者としてディアリングの元妻ヴィクトリアを逮捕したとのニセ報道を流させる。案の定ディアリングからNCISに怒りのテレビ通話が入り、マクギーが発信地を特定するが、現場に急行したSWATの目の前で、またもや車が大爆発してしまう……。
