ボイトがリンジーをFBIに引き抜かせたことから大切な仲間を失う形となった特捜班。だが悲しむ暇もなく事件の連絡が入る。銃の売人が地元ギャングのサウスサイド・ホークスの仲間を相手に取引をする現場に踏み込んだジェイとアプトン。発砲を受け銃撃戦となり、ジェイの撃った弾が買い手の1人の下腹部に命中するが逃走。売人2人は死亡し、3名の市民が巻き添えになる。そのうち女性が死亡し、黒人男性ジャームズ・ペルは足を負傷、違法な託児所があった隣の建物では少女モーガンが重体となっていた。さらにモーガンを撃ったのはジェイであることが判明する。警察への信頼が揺らぐ中、警察全体を監督する監査官にボイトの元同僚であるデニー・ウッズが就任し、21分署にやってくる。ウッズはラファロ殺しの一件でいまだボイトとの間にしこりを残していた。世間ではジェイが人種差別主義者の白人警官に仕立て上げられ非難の的に。さらに市会議員のプライスが事件に介入してきて、ボイトらの捜査は難航する。
